ICD launched the Industry Business and Environmental Support Program (IBES) in 2011. ICD, in collaboration with governments of its member countries, will aim to identify critical challenges militating against the growth of business and private sector and work closely with public and private partners to identify solutions and put in place needed technical assistance interventions and mobilize required partnerships, expertise and resources to implement such solutions.

Program Objectives

Through the IBES program, ICD seeks to support IDB Group member countries in the development of conducive enabling environment for business, improve firms’ competitiveness and resilience, enhance value chains, and promote industrialization in productive sectors.

Scope and modalities of IBES Technical Assistance

The IBES program targets four thematic areas related to enterprises growth and competitiveness. Each theme includes several possible areas of interventions. A final project design may address multiple themes and may include more than one intervention under its components.  The scope of a typical IBES TA operation may cover any of the following themes:

  • Firm Productivity and Innovation (FPI)- Business Resilience, Skills and technologies upgrade
  • Value Chains (VC) – Cluster Policies, Value chain enhancements, Business Linkages Support
  • Special Economic Zones (SEZ) – Policy, Institutional & Regulatory Frameworks, Zone Project Preparation Studies, Capacity Development and  Institutional Support
  • Business Environment (BE) - Policy and Regulatory Enhancements, Capacity Development & Institutional Support, Business Development Services
